Abstract
This paper analyzes social work in the separate jurisdiction of themunicipality in the context of a devolved government performance in the social field of
view upcoming social reforms. Very general powers of municipalities in social work,
social politics and social services as well as the centralization of state administration
in the social field are risk factors for the citizens. Their level is directly dependent on
periodic electoral arrangements of political parties, their priorities and budgets of
municipalities.
