Abstract

For economic evaluation of external effects of congestion it is necessary to take into account not only costs of long-term travelling, but also operating costs ensuing from higher time of travelling. There are also costs given by discomfort of overfull systems, additional fuelling costs, unreliability of travel time given by congestion etc.
